Breaking Ground, Building Hope: Archway Recovery Services Expands Life-Saving Treatment with $14.3M Grant.

Fairfield, CA — March 26, 2025 — Hope is rising in Fairfield as Archway Recovery Services breaks ground on a new 62-bed residential treatment center. This state-of-the-art facility will provide critical, life-changing care for individuals struggling with substance use disorders (SUD) and mental health challenges.
The community is invited to join the celebration at St. Stephen CME Church at 4:30 PM. After a brief program and groundbreaking ceremony, guests will return to the church for a reception with food, drinks, and music.
A Vision for Healing and Recovery
For years, Solano County has faced a shortage of residential treatment options, forcing many to seek help outside the region—or not at all. Thanks to a $14.3 million grant from California’s Behavioral Health Continuum Infrastructure Program (BHCIP) and local matching funds, this new facility will help close the gap and provide care closer to home.
“This is about more than bricks and mortar,” said Kevin Phillips, CEO of Archway Recovery Services. “It’s about people. It’s about ensuring that when someone is ready to change their life, they don’t have to wait.”
A Facility Built for Dignity and Care
Located at Health & Peachtree Ave, the new 16,900-square-foot facility will include:
Safe, welcoming residential spaces
A medical suite for detox and withdrawal management
Therapeutic areas for group and individual counseling
Indoor Gym for physical wellness
Indoor / Outdoor Dining Areas
A central courtyard for reflection and healing
The project is a partnership with St. Stephen CME Church, whose congregation embraced the vision for a healthier, stronger community.
A Commitment from the Community
Funding for this transformational project includes contributions from:
City of Fairfield – $300,000
Solano County Board of Supervisors – $550,000
Partnership HealthPlan of California – $350,000
